A “gold standard” set of house building rules that could slash heating bills has been ruled out by the SNP /Green Government.
Ministers have refused to back the international “Passivhaus” system – despite it being supported by climate experts.
Labour MSP Alex Rowley said: “We cannot avoid taking bold decisions if we are going to halt the devastation of our environment and misery for our citizens.”
Passivhaus, or “passive house” in English, is a leading design standard for eco-homes which uses less energy and cuts bills.
